30th New PNP Cheif- National Police Clearance

On 1 April, 2024 Maj. Gen. Rommel Francisco Marbil was appointed as the 30th Chief of the Philippine National Police, succeeding Gen. Benjamin C. Acorda Jr. at the central headquarters of PNP in Quezon City. 

As the Philippine National Police serve as the law enforcement agency for the peace and security of Filipinos. Background of Maj. Gen. Francisco Marbil

In 1991, Mej. Gen. Francisco Marbil graduated from the Philippine Military Academy. In the past, Marbil was Chief of Police Regional office 8, responsible for Eastern Visayas, and the director of the highway patrol Group. He completed his master’s studies in public administration from Ateneo De Manila University. 

Before his appointment as 30th Chief of PNP he served as a Director of Finance, where he played an important role in managing and optimizing the financial resources of the organization. 

Presidential instructions to General Marbil

During the retirement ceremony and change of command held at Camp Crame on March 31, 2024, President Ferdinand Marcos delivered an address focusing on the role of the PNP in shaping the future of the country. President Marcos directed General Marbil to lead the force in becoming “agents of transformation” and ensuring that officers embody values that are pro-God, pro-country, pro-people, and pro-environment.

The president also reiterated his commitment to supporting Marbil’s leadership, emphasizing the need for the police to act as a force for a positive change, addressing not only traditional crime but also emerging threats such as Cybercrime and terrorism. 

Challenges and Vision under Marbil’s Leaderships

When he assumed command, he presented his vision for the PNP’s development:

  • Cybersecurity Initiative: Recognizing the growing threats posed by cyber criminals, Marbil committed to enhance the PNP’s capacity to combat online crime. 
  • Transforming police leadership: Marbil emphasized the need to develop competent and honest leaders at every level of the police force. He supports a performance based evaluation system rather than just meeting set targets or fixed quotas. 
  • Examining Anti-drug tactics: Marbil remains committed to fighting illegal drugs but suggests a more targeted approach. Instead of using a one-size fits all, he focuses on specific regions, tackling high risks drug areas, and addressing the root causes of drug abuses. 

Use of Technology and AI for improved policing

One of the defining parts of Gen. Marbil’s leadership is his focus on modernizing the PNP. He is interested in using Artificial Intelligence (AI) and CCTV technology to improve crime solving and investigation. 

For example: Marbil shows how AI can quickly identify an object like a red car, find important details like a license plate and help officers make faster decisions.

Marbil aims to make law enforcement more efficient, transparent and based on data.
